Note: Mississippi was admitted to the Union as a slave state, December 10, 1817, under President James Monroe. This would invoke the "delicate balance" the practice of admitting a "Free" state for every "Slave" state in an effort to preserve year with the admittance of Illinois, December 3, 1818.
The passage of the Third Flag Act in 1818 changed the Flag from 15 to 20 stars and from 15 stripes back to 13 stripes.
