Whereas...the wicked acts of speculators, forestalled and engrossers...render it impractical to obtain timely and sufficient supplies for the operations of the army and navy unless the most rigorous measures are...adopted to restrain practices destructive of the public weal.... Resolved, That the embargo on provisions...be continued in force....Resolved, That it be recommended to the legislatures of the several States to pass laws for the seizure & forfeiture of all grain & flour...That the excemption from the embargo as recommended by the resolution of Congress of the 2d...of Sep' be extended to vessels belonging to the middle & Southern, as well as States of y' eastern...States under the restrictions & Stipulations above mentioned.
