The first national lottery in England took place during the reign of Queen Elizabeth I on January 11, 1567. Starting in 1694 they became a regular means by which the state raised funds for wartime efforts, national infrastructure, or to facilitate debt refinancing. Records indicate that the winners of this lottery were an attorney, cheesemonger, and a lord.
