The Modoc people were permanently removed from their ancestral lands in California and Oregon to a reservation in Oklahoma at the conclusion of the Modoc Wars in 1873. This flag possibly dates to 1891 when the United States government offered allotments of land to the remaining 68 Modoc Nation members.
